Abstract

Purpose

The purpose of this paper is to investigate how principals and school supervisory authorities understand and use feedback from mandatory proficiency tests (VERA) in the low-stakes context of Germany. For the analysis, the authors refer to a theoretical model of schools that differentiates between Autonomous and Managed Professional Organisations (Thiel, 2008a).

Design/methodology/approach

The empirical basis of the qualitative research are contrastive case studies which are focusing on individual schools and on school supervisory authorities. The selection of cases was oriented on Theoretical Sampling according to Glaser and Strauss (2005). For the analysis, the authors used a sample of upper track secondary schools (Gymnasien), four from Berlin and five each from Thuringia, Brandenburg and Baden-Wuerttemberg. In total, the authors conducted 229 structured interviews over two periods in 19 schools with different protagonists on all levels of the educational system (principals, heads of subject departments, teachers and school supervisory officials). The interview data were descriptively analysed according to procedures of qualitative content analyses (Mayring, 2010).

Findings

The analyses show a clear tendency in the direction of the Autonomous Professional Organisation within the context of VERA. However, some principals reported activities according to a Managed Professional Organisation. The traditional decoupling remains and the supervisory authorities retain their picture of the individual school as an Autonomous Professional Organisation. Both levels have a major deficit in a competent use of VERA and lack profound experience with accountability and evaluation processes.

Research limitations/implications

The sampling has certain restraints: schools of a particular type, few schools within one state, four of 16 states.

Originality/value

Even though German test-based school reforms have been in progress for one decade, systematic analyses of the reform’s relevance for leadership and for school supervisory authorities’ actions in a low-stakes context have not been conducted yet. The analysis meets this lack of research with an explorative reconstruction of principal leadership within the context of test-based school reform as well as the corresponding school supervisory officials.

Abstract

Purpose

This paper aims to discuss and present the regional-innovation cluster policy for R&D efficiency and the creative economy. In particular, the R&D efficiency and creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. In this research, the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization are presented as policy proposals for R&D efficiency and the creative economy.

Design/methodology/approach

In this research, the universities, research institutes and enterprises of Daedeok Innopolis were studied. Thirty people from the universities in the area, 30 from the research institutes and 30 from the enterprises were surveyed through the quota sampling of the non-probability sampling method for this research. These survey respondents were science and technology policy specialists for the R&D, industrialization and entrepreneurial activities of Daedeok Innopolis. The methodological material is a questionnaire. The study’s investigation factors were the government’s role, knowledge creation and the network. Also, F-test, ANOVA and chi-square independence test were utilized for the survey data analysis.

Findings

Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement. This research was found through the analysis that the government policy is very useful for innovation ecosystem development. The knowledge capability has been enhanced in connection with knowledge creation. Also, the network has been vitalized. New-dimension industry–university–institute collaboration and a human resource management system are needed for R&D efficiency and the creative economy. Daedeok Innopolis needs consistent support for industrialization and foundation.

Social implications

Movement of and cooperation among humans, goods, knowledge, technologies, etc., occur in many areas (science, the economy, culture, arts, etc.) because of the compression of time and space through informatization and globalization. This has brought about changes in cross-border, regional and national relations and has stimulated competition in the aforementioned areas. To date, a state-dominated system has been operated to deal with these changes, but it has been shown to be inefficient because it cannot reflect the conditions in the region and does not allow quick reaction. The advantages of the region must be identified and utilized to boost the survival and development of the region. Regional-innovation cluster construction is a representative method of realizing regional development and competition enhancement.

Originality/value

The innovative feature of the study is proposed the science and technology policy (the region cluster policy change, the creative innovation system construction, the manpower system construction and the support unification for R&D and commercialization) for the R&D regional-innovation cluster through the survey data analysis. In this paper, the R&D efficiency and the creative economy of Daedeok Innopolis are discussed for the science and technology policy of the R&D regional-innovation cluster. The science and technology policy for the R&D regional-innovation cluster development is examined for the first time in this paper. This research is expected to make a significant contribution to the establishment of a development strategy for the regional-innovation cluster, and to the decision-making regarding the science and technology policy.

Abstract

Purpose

Social media platforms are increasingly used at work to facilitate work-related activities and can either challenge or make people feel more productive at jobs. This study drew from technostress and employee well-being literature and analyzed longitudinal effects of professional social media (PSM) invasion, work engagement and work exhaustion on PSM-enabled productivity.

Design/methodology/approach

Nationally representative five-wave survey data of Finnish employees were analyzed with hybrid multilevel linear regression analysis. Outcome measure was PSM-enabled productivity and the predictors included PSM invasion, work exhaustion and work engagement. Age, gender, education, occupational sector, managerial position, remote work and personality traits were used as control variables.

Findings

PSM invasion and work engagement had both within-person and between-person effects on PSM-enabled productivity. Higher educated and individuals with open personality reported higher PSM-enabled productivity. No association between work exhaustion and PSM-enabled productivity was found.

Originality/value

The findings are central considering the increasing use of social media and other technologies for work purposes. The authors challenge the dominant view in the literature that has often seen PSM invasion as a negative factor. Instead, PSM invasion's positive association with PSM-enabled productivity and the association of work engagement and PSM-enabled productivity should be recognized in work life.

Abstract

Purpose

The quality of an education system or a comparative international assessment refers more and more to quantitative parameters, i.e. “educational indicators”. The paper aims to analyse the structure of several educational indicators and indicator systems and answer the question “What can educational indicators achieve?”

Design/methodology/approach

Starting with a general consideration of the term “indicator” the findings are applied to the educational area and the development of educational indicators is analysed critically.

Findings

Indicators allow for the illustration of outcomes and of system processes. Beginning in the 1950s, following the empirical turn in research methods, and the growing significance of approaches from economics of education, indicators are now applied in national and international settings. The findings show that the combination of the quantitative and qualitative approach is more successful as the isolated research.

Research limitations/implications

The research is based on secondary analysis. A combination of quantitative and qualitative research methodology should be undertaken in following the progress of educational systems.

Originality/value

The findings of quantitative research based on educational indicators determine the general public and political discussion and often the discourse in the scientific community. The analysis shows that a critical distance especially when preparing political decisions is a necessary attitude.

Abstract

Purpose

While forms of non‐standard employment (which include part‐time work and temporary employment) have received active promotion in recent years, possible negative effects emerging from these forms of employment have not been high on the agenda. This paper, accordingly, aims to compare workers with non‐standard contracts and those with standard contracts in relation to transitions out of employment into unemployment, inactivity, household/care activities and education/training. Country differences in outcome are expected due to varying regulations of standard and non‐standard employment and different reasons for resorting to forms of non‐standard employment.

Design/methodology/approach

The comparison covers four countries, namely Denmark, Germany, the UK and Spain. The segmentation theory is tested by analysing mobility patterns on the basis of the European Community Household Panel data. Event history analysis methods are used. Maximum likelihood multinomial regression models are calculated on the event history data in order to assess competing exits (unemployment, inactivity, household/care and education) between non‐standard and standard workers.

Findings

The risk of temporary workers exiting employment is greatest by far in Spain, but also evident in the other countries: casual employment is even more volatile than fixed‐term employment. Concerning part‐time workers, downward transitions to inactivity and/or household/care are much more frequent than among full‐time workers, and this is true even in Spain and Denmark where part‐time employment is not traditionally used to combine work with family activities. The expectation that there would be no differences in exits to unemployment – insofar as employment protection legislation applies to both full‐time and regular part‐time workers – proves true only for Denmark and Germany.

Originality/value

In contrast to most papers on the segmentation potential of non‐standard employment this paper is comparative. Furthermore, it uses event history methods and places a special focus on potentially employability‐enhancing “sideways transitions” to education/training measures.

Abstract

Purpose

The purpose of the study is to highlight the effect of human resources information systems (HRISs) implementation success on the job involvement, job satisfaction and work engagement of the employees in small and medium enterprises (SMEs).

Design/methodology/approach

Following an investigative study, a quantitative research is done with a positivist approach. A sample of 1,082 responses from 163 SMEs in different economic sectors is analyzed using statistical package for social sciences and structural equation modelling.

Findings

The results show that HRIS successful implementation explains the variation in job involvement and work engagement to a limited extent while it does highly affect employees’ job satisfaction. Moreover, the correlation between job involvement and both HRIS implementation success and job satisfaction is negative.

Research limitations/implications

The researchers were not able to conduct intersector analysis for differences among economic sectors. Existing gender differences in job involvement, work engagement and job satisfaction are hinted to and need further analysis.

Practical implications

The HRIS users with higher educational background tend to display a more open approach toward using the system and seeing the system’s implementation succeed. Tenured managers display low enthusiasm toward HRIS success, although being highly involved and engaged in the SME’s life. This provides for not only a steady work-flow but also fosters resistance to change. The successful implementation of the HRIS is a new dimension in the hands of managers at work, facilitating their supervisor work routines and affecting employees’ satisfaction, involvement and engagement.

Social implications

The HRIS success allows more flexibility at the supervisor level of daily work, opening a window toward flexible working hours and indirect supervision. It allows users some freedom and flexibility and the application of their own ethical beliefs when self-reporting.

Originality/value

Although most research looks at corporations and the factors leading to HRIS implementation success, this study goes beyond the implementation to dwell into Small and Medium Enterprises (SMEs), looking at HRIS after its implementation success, as a potential tool for motivating, involving and engaging employees.

Abstract

Purpose

The present study aims to analyze the role of the appraisal of stressors as harmful and threatening (distress) and/or as opportunities and challenges (eustress) in inducing negative (burnout) and positive (engagement) effects. It compares appraisal of occupational stressors in Poland and Spain and looks for differences between these countries in the associations between different types of appraisals and their positive and negative outcomes.

Design/methodology/approach

The study analyzes the equivalence of relations across cultures by constraining structural equation models to be equivalent across the Spanish (n=603) and Polish (n=147) data sets of social care services employees. Multigroup analysis was used to test the invariance of the model for the two samples.

Findings

The results showed that the constrained model is robust, stable and invariant across the Spanish and Polish samples, which means that the structural properties of the model do not differ between the two countries. Also, Spanish and Polish workers obtain similar average results on the levels of the appraisals of distress and eustress. Polish social workers have a significantly higher level of burnout and a significantly lower level of work engagement than Spanish employees.

Practical implications

The confirmation that in both countries eustress has beneficial outcomes on psychological health in the form of work engagement suggests that employees should be taught to perceive work in a more positive way to increase work engagement. The roles that leadership and cultural factors play in this process need to be taken into consideration. Cross‐cultural comparisons of stress are especially relevant for expatriates and for managers in charge of multicultural teams.

Originality/value

The study goes beyond a mere comparison of general stress levels across countries or the relationship between the appraisal of distress and burnout, and it takes into account both negative and positive appraisals of stressors, as well as the strength of their relationships with their outcomes.

Abstract

Purpose

This study investigates the role of social media brand posts on customer response and whether said impacts foster engagement in brand co-creation behaviors, especially in the higher education sector. The study further explores the moderating role of a university's reputation in strengthening the effects on student response and co-creation behaviors.

Design/methodology/approach

The authors conducted this research by using the dual processes of the heuristic–systematic model to understand the effects of brand post‐characteristics on student’s responses and behaviors. A dataset obtained from a survey of 755 students was employed to estimate the proposed research model.

Findings

The results illustrated two key characteristics of brand posts, namely argument quality (systematic processing) and quantity of posts (heuristic processing), positively affect cognitive and affective responses, thus encouraging students to co-create value for a university brand. Moreover, our study also found that university reputation plays a significant moderating role in strengthening the relationship between recipients’ responses and co-creation behavior.

Originality/value

Online brand posts not only enable institutions to exchange brand information but also allow students to contribute their own resources to co-create brand value. Thus, the study findings can help brand managers successfully implement co-branding efforts and foster students in the co-creation process.

Abstract

The discussion of how to manage air‐quality in a heavily polluted area like Los Angeles (LA), California, in an era of shrinking public budgets and a trend towards deregulation has led to the introduction of a new environmental policy tool: a tradeable emission permit approach (the so called RECLAIM‐program) to reduce SOx‐ and NO‐emissions from stationary sources was introduced in 1994. This paper is an attempt to analyze and evaluate the first three years of the program, based on the official three year program audit (SCAQMD, 1998) and on a written company survey and personal interviews with experts, as well as administrators active in air quality management in Los Angeles (conducted by the authors between May 1996 and May 1998).

Abstract

In the 1980s, globalisation was much vaunted as offering the Western world a dazzling new array of business opportunities. In the 1990s, however, the negative impact on the labour market has become all too evident. A look at Germany’s labour statistics shows a frightening picture of massive job destruction in the wake of globalisation. As firms contend with heightened international competition and incomparably low wages in the former Eastern bloc and Asia, they have turned almost ubiquitously to cost‐cutting through shedding labour inside Germany itself. Jobs either disappear altogether or are relocated. Karl Marx’s predictions about capitalism are eventuating in a process by which firms become ever more profitable, but at a cost of large‐scale unemployment. Through computerisation, strategic alliances, the manipulation of trade unions and so on, the process of rationalisation and wage reduction proceeds at an alarming pace. If grave social consequences are to be averted, the problem needs to be tackled on several fronts simultaneously. Attitudinal changes on the part of both management and workers, a modified taxation regime, better public relations about Germany as an industrial location and various other strategies offer some hope to a country that is clearly undergoing a globalisation crisis.
